A declaration by a solidarity union for freedom in southern Mongolia —The address of the “Quriltai” (World Conference for Southern Mongolia) Inaugural Meeting
In the territories of Mongolians (including the whole Inner Mongolia Autonomous Region as well as the Mongolian ethnic enclaves in Xinjiang-Uygur Autonomous Region and the neighboring provinces such as Heilongjiang, Jilin, Liaoning, Henan, Qinghai and Gansu), they have been deprived of all kinds of their rights by the Chinese government and people (Han people) since the foundation of the People’s Republic of China. In particular, during the era of the Great Cultural Revolution, the government extensively committed carnage and torture under its policy of practically eradicating the Mongolians and massacring the lives of hundreds of thousands of Mongolians. Mongolians are traditionally devout Tibetan Buddhists, but their inherent faith is gradually extinguished with the destroyed Buddhist temples and oppressed Buddhist monks and nuns .
The situation in Mongolia has not changed even after the end of Great Cultural Revolution and new coming of Reform and Openness.
Predatory development is turning the grassland of Mongolia into desert, while disorderly plant construction is causing environmental destruction. Inflow of the Han people and their commercial monopoly and land grab are still going on. Meanwhile, the Chinese government forcibly puts Mongolians under “obscurantist education” which intends to assimilate other ethnic groups to the Han people and deeply hurts the identity of Mongolians by depriving of their language and culture.
Mongolians have begun to take action against such tyranny. Despite suffering arrest and torment， they are persistently staging protests in pursuit of the human rights and autonomy of Mongolians as their innate rights. Various groups and individuals who had been seeking freedom and human rights in South Mongolia from diversified standpoints while living outside the country have decided to establish a solidarity union called “Quriltai” (the World Conference for Southern Mongolia) in Japan in November 2016 with the aim of supporting people fighting in the country and appealing international community to focus on the problems in Mongolia through the organization of broader solidarity.
Quriltai is named after a council formed by chiefs of nomadic tribes under the rule of Genghis Khan, the founder of the Mongol Empire and a great hero of our people, to make decisions on Mongolian politics and legislation in a democratic manner. We are determined to inherit its spirit and act for the preservation of our history, tradition and culture and the establishment of our right to self-determination on the basis of the philosophy of self-determination of peoples in modern politics.
By forming this organization in Japan, a democratic nation in Asia, we could bring invaluable hopes to the current Mongolians suppressed by the Chinese government. Thank you for your support of all those who respect the human rights of the world．
